Title:       Human Services Administrator


Location:   Forest/Warren Human Services, 285 Hospital Drive, Warren, PA  16365


The Job:  Full-Time – 37-1/2 hours per week – Full Benefits

Salary Range – $62,000 – $72,000 (DOE)



This position plans, organizes, manages, directs, and administers the work of Forest Warren Human Services.  Work is performed under the general direction of the six County Commissioners of Forest and Warren Counties and reviewed for adherence to established departmental, state, and federal policies and procedures through conferences, written reports, and evaluation of results obtained.


The position directs the operation of social service programs through administrative and supervisory staff in the two-county joinder of Forest and Warren for Mental Health, Developmental Disabilities, and Alcohol, Tobacco & Other Drugs ensuring the provision of all mandated services to clients and developing such programs as indicated to meet the needs for treatment and quality of life for these populations.


Position directs the preparation of annual service plans, budget estimates budgetary control, needs assessments, service coordination and evaluation of efforts related to all programs via conferences, schedules, reports, statistical analysis, and other means available, including input from consumers and families, advisory boards, and other service providers.


Closely monitors program-funded and fee-for-service agencies who receive county funds to provide services to the individuals we serve, ensuring rules, regulations, laws, etc., are being followed, acceptable accounting principles are adhered to, etc.


Significant aspects of the work include the integration of the above programs from separate agencies/providers into a unified, coordinated service system.  Coordination responsibilities extend to all public and private community health, education, and welfare agencies.


Position supervises the following positions:


Administration:  Human Resources Director, Fiscal Officer, Administrative Assistant,


Associate Directors:  Associate directors for Developmental Disabilities (including Early Intervention), Mental Health (including CASSP), Drug & Alcohol (the SCA)



Mental Health/Developmental Disabilities, and Alcohol, Tobacco & Other Drugs Programs:


Directs and coordinates all mandated services and activities that are related to the efficient operation of a comprehensive MH/DD and ATOD program.


Develops procedures and has overall responsibility of all the funds coming into Human Services from state, private, and federal sources.  Monitors fiscally all program-funded and fee-for-service providers.


Provides overall program direction.


Maintains effective liaison with governmental and private community health and welfare organizations within the two-county area.


Works closely with the Northwest Behavioral Health Partnership for behavioral health managed care preparedness.


Coordinates the hiring/firing process and is responsible for making final recommendations to the County Commissioners for hiring/firing.


Responsible for long-range planning for MH/DD and ATOD services, including the program associate directors in the planning process.    Develops and maintains a system of evaluation of all programs provided through Warren and Forest Counties, which includes monitoring and evaluating program-funded and fee-for-service providers.


Negotiates contracts and interagency mental health agreements with Warren State Hospital, Warren General Hospital, program-funded and fee-for-service providers.


All Programs under the jurisdiction of Human Services:


Represents the six County Commissioners in collective bargaining negotiations with the employee’s union, PSSU.


Works closely with agency attornies in developing:  contracts for all programs, strategies for integration of programs, defenses in lawsuits against Forest Warren Human Services, policy for department when regulations conflict with the goals of Human Services.


Acts as chairperson for regular meetings with management team, participates in other committees in formulating policies and procedures, negotiating conflicts, and resolving differences.


Staffs the Human Services Advisory Commission.


Under the direction of the chairperson of the Forest/Warren Governing Board, directs the preparation of and interprets budgets, expenditure reports, and statistical information for monthly Governing Board meetings.



Qualifications:  A master’s degree plus five years of progressively responsible experience in such fields as medicine, clinical psychology, social work, sociology, nursing, public health, education, hospital administration or public administration including three years’ experience in planning, development, or administration of mental health or developmental disabilities  OR;


A bachelor’s degree plus six years progressively responsible experience in one of the above fields which includes three years in planning, development, or administration of mental health or developmental disability services.
